Here’s a suggested ingredient list (based on versions from blogs) for a 9×9-inch pan (or scale up for a 9×13).
For the brownies:
1 box (or equivalent homemade) brownie mix, or from scratch brownie batter. For example: “1 brownie mix, 2 eggs, 1/3 cup oil, 1/3 cup milk” in one blog. Kitchen Fun With My 3 Sons+1
2 large eggs
~1/3 cup vegetable oil (or as specified by brownie mix)
~1/3 cup milk (if required by mix/instruction)
(Optional) ½–1 tsp vanilla extract if you want to boost flavour
For the OREO cookie layer:

For the frosting layers:
1 can milk-chocolate frosting (store-bought)
1 can white or vanilla frosting
Orange food-coloring gel (to dye the white/vanilla frosting a bold orange)
